Eight decisions
Ordered by national weight, not by cost: what protects recognition of the degree comes before what releases human capacity, and both come before better tools. Four of the eight carry zero direct financial cost.

Six findings
What recurred independently in more than one place.
The resources exist; they are scattered
One university has students and questions but no instrument; another has the instrument and no operator; a third has a rare specialist and no lab. Nothing connects them.
Research that is not indexed stays locked in
Syrian university journals publish without DOIs, so their output vanishes from the world — while a full waiver on publication fees sits available and under-used.
The missing course is research methodology
47% of pre-conference survey respondents called their curriculum outdated or very outdated; only 12% said it largely meets what the labour market needs.
Faculty time is the scarcest resource
Supervisor-to-student ratios in teaching hospitals were described as untenable, and nine in ten participating faculty must work outside the university to make ends meet.
A digital and financial exclusion that cuts students off
Nobody billed it as a theme; it assembled itself from five independent accounts — accounts suspended for want of accepted ID, tools reachable only through a VPN, no way to pay. In one student’s words: “we are locked inside the country.”
The classroom-to-career gap is institutional, not personal
No accredited summer-placement framework exists inside the study plan. As one teaching assistant put it: “that is exactly why connections become compulsory” — patronage fills an institutional vacuum, not the other way round.
What this document does not settle
Three questions surfaced forcefully, and a two-day conference has no business closing them.
- The direction of reform: top-down from policy, or bottom-up from initiatives? Two strong arguments were made in the room and neither was settled.
- How medical specialty seats are allocated, after a decision described on air as favouring the graduates of particular universities — a participant’s account that must be verified before anything is built on it.
- The legal position limiting what holders of foreign degrees may contribute inside Syrian universities, acknowledged openly in the closing address.
The full document
The document runs to roughly 25 sections — the evidence base, the findings chapter by chapter, the dissent that was preserved rather than smoothed over, 25 recommendations with owners and horizons, and an implementation appendix. It is written in Arabic and has not been translated; the PDF is the same text.
